ResponsibilitiesThis Senior Program Officer (SPO) position supports the HIV vaccine initiative, a high priority and complex portfolio of activities within the foundation's HIV strategy. The vaccine initiative encompasses investments in discovery research, early clinical and translational research, and more advanced clinical development, all with an emphasis on developing vaccine products. Within this initiative, a deputy director and team of program officers, together with a program coordinator and other business team members, manage a comprehensive portfolio of grants, contracts, and program-related investments in support of HIV vaccine discovery and development. The HIV vaccine initiative also engages deeply with the Discovery & Translational Science, Integrated Development, and Vaccine Development functional teams. The HIV Vaccines initiative is implemented in significant part through the foundation-funded Collaboration for AIDS Vaccine Discovery (www.cavd.org).

The HIV vaccine initiative is seeking an SPO - Concept Pipeline to inform upstream vaccine discovery and development strategies. They will strategically develop and manage a portfolio of complex grants requiring high-level grant management skills, monitoring, and evaluation. The SPO will utilize their scientific and subject-matter expertise, and leverage capability from individuals and teams across the foundation, to support the development and management of a portfolio of grants focused on the concept pipeline/discovery of HIV vaccine products. Applicants should be scientists and/or physician scientists with an established track record of success. He/she will help to create a productive and collaborative culture of innovation in and translation of basic HIV vaccine research into practical health solutions and be passionate about solving problems and addressing questions relevant to our mission.

Responsibilities
- Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact.
- Consult with grantees and other partners to maximize impact of projects and ensure optimal learning. This may include: site visits, providing operational guidance and convening meetings of key stakeholders.
- Review letters of inquiry & grant proposals; provide clear, concise & insightful written analyses & recommendations for funding including drafting & editing proposal summaries & progress reports for existing grants for review by Foundation leadership.

ResponsibilitiesThe Global Health Financial Manager reports directly to the Global Health Program CFO and is part of an embedded financial team that supports the HIV & TB Program Strategy Teams (PSTs).

Key Responsibilities include:

Investment Analysis
- Perform financial and risk analysis to support development and management of grants and contracts. Partner with PSTs to structure effective investments and develop appropriate strategies to mitigate risk.
- Benchmark costs where possible, make recommendations and provide advice to program staff in negotiating investments and sizing payments.
- Analyze business plans and examine the economics of grantees and partner institutions; analyze the financial health of organizations through discussions with CFOs and reviewing financial statements.
- Maintain relationships with CFOs and other finance staff at large grantee and partners that the foundation funds.

Strategy & Financial Planning
- Develop the HIV & TB Program Strategy Teams' 5-year and 1-year strategic financial plans. Perform analysis and provide leadership with strategic and financial information to support effective financial resource allocation and decision-making during strategy refreshes and reviews.
- Work closely with PST leadership and program staff to translate strategy into long-term investment forecast and annual plan. Create dynamic financial planning tools that support decision-making and communication with senior leadership.

Pipeline/Payout Management
- Monitor actuals and forecasts against budget, including major risks.
- Create and use financial monitoring tools, including workflow management and monitoring tools, and partner with PSTs to manage grant and contract spending.
- Identify operational and financial risks of executing against annual budgets and propose mitigating strategies to the PST leadership.

Cross-foundational / Project-based Activities
- Provide expertise on R&D / clinical trial financials to teams and individuals across the foundation's Global Health division.
- Lead or participate in cross-foundation projects to develop tools and best practices in support of effective grant-making, pipeline management and operational excellence. Specifically, develop tools that improve the understanding of cost drivers for R&D projects and help maximize cost-effectiveness for the foundation's investments.

The Budget Analyst (BA) works in collaboration with team members (FP&A Financial Managers, Financial Associates, Program Officers and Program Coordinators) to support the development and implementation of program goals and to assist in the management of the grants and contracts portfolio. To this end, we are seeking a total of four Bduget Analysts to work with the following Global Health (GH) teams:

Battling NID and malaria is a priority of the GHP strategy. More than 1 billion people in developing countries suffer from infectious diseases and until recently, investment in treatment and prevention methods has been lacking and access to existing interventions in areas where they are needed has been limited. Our goal is to reduce the burden of these diseases through targeted and effective control, elimination and eradication efforts. Our strategy reflects where we believe the foundation is best positioned-among a broad spectrum of actors-to help significantly reduce the incidence of neglected infectious diseases and ultimately, eradicate malaria.

To this end, we support efforts to accelerate progress through coordinated vaccines, mass drug administration against multiple diseases, public-health surveillance, and vector control. Additionally, we have focused our priorities on multiple vector borne infectious diseases including Visceral Leishmaniasis (VL or Kala Azar), Dengue and Malaria.
- VL is a major public health problem in the Indian subcontinent that affects 300,000 people per year. Bihar shares 85% of India's VL Burden and the disease is endemic in 33 out of 38 districts of the state.

Over the last year, the government of Bihar (GoB) has increased its focus on VL with the objective of elimination. The goal of the VL elimination program is to reduce the annual incidence to less than one per 10,000 at the district or sub district level by 2020.
- Dengue is a mosquito-borne viral illness and its incidence has increased 30-fold worldwide since the 1960s. An estimated 50 million people are infected each year. There is no effective treatment, and current methods of controlling transmission are costly and often ineffective because they are used too late.

Dengue is a high-opportunity target because several potential vaccines are in development. We are supporting preparations to deploy a safe and affordable vaccine when it becomes available. Meanwhile, we are investing in the development of novel mosquito-control methods to prevent outbreaks. We are also funding work on new ways to detect or even predict dengue outbreaks early enough for transmission controls to succeed.
- Our Malaria program strategy is based on our assumption that the preventive and curative tools that are currently available are not sufficient to achieve eradication everywhere, especially in areas of high transmission, and that emerging resistance to drugs and insecticides present additional challenges. With eradication as the aim, our strategy focuses both on improving current approaches and on intensive research and development toward the creation of new vaccines, vector-control tools, drugs, and diagnostics to prevent and interrupt transmission of the two major species infecting humans, P. falciparum and P. vivax.

ResponsibilitiesThe Malaria Program Strategy Team (PST) is recruiting a Senior Program Officer to strategically develop and manage a portfolio of complex investments requiring high-level grant management skills, monitoring, and evaluation. H/She will act as the initiative lead for Neglected Infectious Disease (NID) and Malaria Vector Control and will oversee the management of product development and delivery as well as integration with other disease control interventions.

The Senior Program Officer will be one of the senior positions within the Africa team. ResponsibilitiesThe Global Health Vaccine Development team is hiring a Program Officer (PO) to support its Crosscutting Biosurveillance Initiative/Computing-Informatics. In partnership with software, technology, governmental, nonprofit, academic, and private partner collaborators, the Crosscutting Biosurveillance Initiative is identifying and linking a set of tools and technologies capable of integrating traditional epidemiologic, molecular/genomic, social media, and other contextual Big Data sets. Once developed, the toolkit will be openly available to external partners. The initiative will address end-to-end data access, management, integration, alignment, analysis, model creation, data visualization, and decision support. Data will be openly contributed by existing surveillance networks, systems, and partners. User interface solutions will ensure that the integrated data is accessible to and useful for partners.

Roles and Responsibilities

The PO will be responsible for one main area of work:
- Work closely with the internal Biosurveillance team and external partners to integrate new models and tools to develop software that manages end-to-end data processing, from data intake to predictive modeling and innovative data visualization. The utility of the tools/software will be verified through evaluation of performance metrics when applied to existing datasets.
- This software would be developed for running and implementation in the cloud environment.

The Program Officer will work closely with the malaria and polio program strategy teams and cross-cutting functional teams to ensure that the platform being developed meets their needs.

The Program Officer will report directly to the Director of Vaccine Development, with technical supervision from a Senior Program Officer in Epidemiology and Surveillance. The Senior Project Officer in the Office of the President of Global Health provides critical oversight and day-to-day project management for high priority, high visibility and highly complex scientific initiatives sponsored by the President of Global Health. Group SummaryOur Global Health Program (GHP) harnesses advances in science and technology to save lives in poor countries. We focus on the health problems that have a major impact in developing countries but get too little attention and funding. Where proven tools exist, we support sustainable ways to improve their delivery. Where they don't, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis, neglected and other infectious diseases, enteric and diarrheal diseases and pneumonia. These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Vaccine Development, and Integrated Development.

ResponsibilitiesThe Global Health Vaccine Development team is hiring a Program Officer (PO) to support its Crosscutting Biosurveillance Initiative. In partnership with software, technology, governmental, nonprofit, academic, and private partner collaborators, the Crosscutting Biosurveillance Initiative is identifying and linking a set of tools and technologies capable of integrating traditional epidemiologic, molecular/genomic, social media, and other contextual Big Data sets. Once developed, the toolkit will be openly available to external partners. The initiative will address end-to-end data access, management, integration, alignment, analysis, model creation, data visualization, and decision support. Data will be openly contributed by existing surveillance networks, systems, and partners. User interface solutions will ensure that the integrated data is accessible to and useful for partners.

Roles and Responsibilities

The Program Officer, Analytic Epidemiology will be responsible for one main area of work:
- Integrate newly developed tools and test them in the development of additional core epidemiological models that will forecast the spatiotemporal dynamics of malaria and polio probabilistically. This will require performing initial literature searches, as well as, work with multiple knowledgebase sources to be up to speed with state of the art approaches. This individual will gather and integrate a variety of models in order to produce a unique platform. He/she will then proceed to develop a set of models and test them against historical datasets.

The program officer will work closely with the malaria and polio program strategy teams and cross-cutting functional teams to ensure that the platform being developed meets their needs.

The program officer will report directly to the Director of Vaccine Development, with technical supervision from a Senior Program Officer in Epidemiology and Surveillance. The position will be a two year professional engagement based in Seattle. There is a high likelihood of extended periods of international and domestic travel in which the individual would work closely with external partners.


Qualifications- Ph.D. (with research) or M.D. strongly preferred (advanced degree in medicine/pharmacy or public health, epidemiology, or equivalent combination of education and a minimum of 7 years' experience in microbiology, international/public health and/or vaccinology)

Other desired qualifications include:
- Experience in Cloud-based modeling with or without simulation
- Demonstrated experience in project management to support research projects
- Extensive experience with writing and reviewing scientific material including ability to critically review scientific grant proposals
- Knowledge and experience in international public health, public policy, and/or global development including experience working with global partners and/or experience in developing country settings
- Demonstrated outstanding written and oral communication skills in positions requiring communications with a broad and diverse audience on a range of complex technical issues
- Ability to work well in a matrix environment that brings together strategic and functional groups in support of the malaria and polio teams' research goals and objectives
- Self-starter with demonstrated capacity and initiative to solve problems with high energy and positive attitude

- Ability to travel up to 40% domestically and internationally

This is a Limited Term Employee (LTE) position with an assignment length of 24 months.
