We focus on the health problems that have a major impact in developing countries but get too little attention and funding. Where they don't, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis, neglected and other infectious diseases, enteric and diarrheal diseases and pneumonia. These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Vaccine Development, and Integrated Development.<br/><br/></td></tr><tr height=25><td valign=top><b>Responsibilities</b></td><td>The Senior Program Officer (SPO), Chemistry, Manufacturing and Controls (CMC) will utilize their senior-level technical and strategic knowledge of CMC to develop and implement innovative and sustainable CMC solutions for Global Health (GH) related vaccine development projects. The SPO &ndash; CMC is a key member of the Vaccine Developement leadership team and will shape and guide solutions for foundation program strategy teams and partners. The SPO will contribute to the continued development of the team's vision while supporting Program Officers and managing consultants at the Global Health Program level. The SPO will work closely with the Director of VxDev and other team members to guide the foundation's engagement in efforts against global health needs. Core responsibilities of the SPO are listed below.<br/><br/>CMC Strategies and Solutions:<br/>- Shape and guide implementation, delivery, and impact measurement of CMC solutions towards approved GH strategic objectives.<br/>- Partner with Director, Vaccine Development to conceptualize, articulate, and implement effective and strategic CMC solutions. This will include looking for synergies across staff work streams and translating new knowledge into effective interventions and decisions.<br/>- Oversee shaping and implementation of CMC related grant portfolio aspects; creating robust systems that ensure quality grantee interactions, balance in the portfolio and effective annual planning.<br/>- Provide senior-level technical CMC expertise for internal Program Strategy Teams (PST's) and partners.<br/>- Synthesize commercial and technical information toward strategic decisions; Background should include broad knowledge of international development and general health issues and institutions.<br/>- A minimum of a bachelor's degree required. These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Vaccine Development, and Integrated Development.<br/><br/>Battling NID and malaria is a priority of the GHP strategy. More than 1 billion people in developing countries suffer from infectious diseases and until recently, investment in treatment and prevention methods has been lacking and access to existing interventions in areas where they are needed has been limited. Our goal is to reduce the burden of these diseases through targeted and effective control, elimination and eradication efforts. Our strategy reflects where we believe the foundation is best positioned-among a broad spectrum of actors-to help significantly reduce the incidence of neglected infectious diseases and ultimately, eradicate malaria.<br/><br/>To this end, we support efforts to accelerate progress through coordinated vaccines, mass drug administration against multiple diseases, public-health surveillance, and vector control. Additionally, we have focused our priorities on multiple vector borne infectious diseases including Visceral Leishmaniasis (VL or Kala Azar), Dengue and Malaria.<br/>- <b>VL</b> is a major public health problem in the Indian subcontinent that affects 300,000 people per year. Bihar shares 85% of India's VL Burden and the disease is endemic in 33 out of 38 districts of the state.<br/><br/>Over the last year, the government of Bihar (GoB) has increased its focus on VL with the objective of elimination. The goal of the VL elimination program is to reduce the annual incidence to less than one per 10,000 at the district or sub district level by 2020.<br/>- <b>Dengue</b> is a mosquito-borne viral illness and its incidence has increased 30-fold worldwide since the 1960s. An estimated 50 million people are infected each year. There is no effective treatment, and current methods of controlling transmission are costly and often ineffective because they are used too late.<br/><br/>Dengue is a high-opportunity target because several potential vaccines are in development. We are supporting preparations to deploy a safe and affordable vaccine when it becomes available. Meanwhile, we are investing in the development of novel mosquito-control methods to prevent outbreaks. We are also funding work on new ways to detect or even predict dengue outbreaks early enough for transmission controls to succeed.<br/>- Our <b>Malaria</b> program strategy is based on our assumption that the preventive and curative tools that are currently available are not sufficient to achieve eradication everywhere, especially in areas of high transmission, and that emerging resistance to drugs and insecticides present additional challenges. With eradication as the aim, our strategy focuses both on improving current approaches and on intensive research and development toward the creation of new vaccines, vector-control tools, drugs, and diagnostics to prevent and interrupt transmission of the two major species infecting humans, P. falciparum and P. vivax.<br/><br/>We also engage in modeling to better understand the potential impact of new tools and the optimal combination of such tools to achieve eradication in different settings. Primary functions include, but are not limited to, policy development and management, vendor management and consulting both internally with HR, vendors, management directly and/or in partnership with HR consulting, and with employees. Responsibilities include:<br/>- Vendor review and management (benefit brokers, carriers and vendors). Our strategies focus on Agriculture Development; Water, Sanitation, and Hygiene; Financial Services for the Poor; and Family Health which includes Maternal, Newborn and Child Health, Family Planning, and Nutrition. <br/><br/>The Financial Services for the Poor (FSP) team organizes their work around four initiatives:<br/><br/>1. Digital Payment Systems at Scale: In countries that have a minimal level of connectivity in poor and rural areas, we aim to work with a range of providers to extend the reach of digital payment systems into poor and rural communities and to encourage poor people to adopt these systems through a mobile phone or other digital interface. In general, we will work only in markets that have this minimum level of connectivity.<br/><br/>2. Digital Financial Services at Scale: While the FSP program believes that access to payment systems can deliver substantial benefits to poor households, we also believe that poor people need access to enhanced financial services, like savings, credit, and insurance to better manage their lives. In countries that have extended digital payment systems into poor and rural communities, we will work with banks, insurance companies, and other providers to increase the range of financial services that poor people can access in digital form.<br/><br/>3. Global Partnership Alignment: In initiatives #1 and #2, we will work with in-country partners to help catalyze demonstration models in select countries. Under initiative #3, we will work at the global level with governments, donors, global standards-setting bodies, and the private sector to maximize our collective impact on poor people's access to financial services.<br/><br/>4. Technology and Innovation: Enabling all poor people to access digital financial services (DFS) is a multi-decade undertaking. The technologies that ultimately eliminate financial exclusion may be different from those we employ today. Under Initiative 4, we aim to nurture innovations that could create a step-change improvement in delivering digital financial services at scale.<br/><br/><br/></td></tr><tr height=25><td valign=top><b>Responsibilities</b></td><td>The Program Officer (PO) will provide technical and strategic input to help advance Financial Services for the Poor's (FSP) overall strategy. This will include developing and managing a portfolio of interventions (grants, contracts, direct engagements) involving banks, mobile operators, regulators, and other stakeholders to increase uptake and usage of digital financial services in Tanzania, East Africa and other FSP countries, with the ultimate goal of delivering complex financial services through these transaction platforms. This role will also be involved in building linkages between agriculture and financial services. The PO will work in Initiative 2, Digital Financial Services at Scale and report to the Deputy Director of that initiative, but will also provide agricultural support to I1. <br/> <br/><br/>The position will serve as point of contact on portfolio-related issues for key stakeholders, represent the Foundation with stakeholders (public and private entities, grantee organizations, other funders, universities, think tanks, government agencies). <br/><br/>The PO will provide deep content knowledge and support through investments, grants, technical cooperation and partner engagement to:<br/>- Help the Deputy Director of Financial Services at Scale and team drive a consistent, evidence-based strategy across the various grant-making areas that will deliver financial services to the poor, digitally, and at scale. <br/>- Be the primary point person within FSP on digital financial services in Tanzania.
