There has never been a more exciting time to work in the library field.<br/><br/><br/></td></tr><tr height=25><td valign=top><b>Responsibilities</b></td><td>The Senior Program Officer leads Global Libraries' &ldquo;Delivery&rdquo; Initiative, one of the program's four strategic pillars. The Delivery Initiative works to scale and maximize the impact of public access to information and technology in public libraries with a focus on effective and sustainable approaches.<br/><br/>The Delivery Initiative focuses on three core elements:<br/><br/>1. Scale: Implementing proven programs that can be replicated and customized, taking advantage of opportunities where regional, country or target population reach can be maximized and sustained;<br/><br/>2. Meeting Users Needs: Supporting libraries and the library field to customize and implement tested programs so that users may access relevant information and communication technology;<br/><br/>3. Leveraging Partnerships: Engaging, leveraging and focusing major partners in the library field, the foundation, and the development community via cross-cutting efforts to maximize effectiveness of development programs.<br/><br/>The Senior Program Officer strategically designs, develops and oversees the Delivery investment portfolio with a 2013 budget allocation of approximately $35M, leads the Delivery team to develop, manage and implement project strategies; The team includes three Country Representatives, based in Ethiopia, South Africa and Nigeria. It also includes three Program Officers based in Seattle, covering other high priority countries in Africa.<br/><br/>The Senior Program Officer will be one of the senior positions within the Africa team. Based in Seattle, it will lead on a number of high priority countries in Africa, not including our three Country Representative countries: Ethiopia, South Africa and Nigeria. While the allocation of country lead responsibilities is subject to review and the best use of the overall talents within the team, the initial intention is to focus this position on East or Southern Africa, possibly including Kenya, Tanzania, Uganda, Zambia and Malawi. The SPO will also take a lead responsibility within the Africa team for one of our 4 main program advocacy areas: Agriculture, Family Health, HIV/TB/Malaria & Vaccines and Polio. Initially it is likely to be Agriculture or Family Health but that is flexible.<br/><br/>The Senior Program Officer's main role will be to lead the Foundation's overall Policy & Advocacy work in 4-6 high priority countries. The position will play a key role by enabling more in-depth sector focused strategic planning, relationship management, business intelligence & landscape mapping, and partnership construct development and negotiations. <br/> Key responsibilities include:<br/> <br/>&middot;Expand and refine the strategic plan for broadening and deepening industry engagement with the DCM industry sector.<br/> <br/>&middot;Act as relationship manager to strategically important and complex DCMs<br/><br/> <br/>&middot;Maintain relationship with the Secretariat and Executive Committee of the Developing Countries' Vaccine Manufacturing Network (DCVMN)<br/> <br/>&middot; Provide opportunity sourcing, business development, planning and project management leadership to help ensure and accelerate progress against GH strategies through partnering with DCM based industry. <br/><br/> <br/>&middot;Create and implement DCM pharmaceutical sector and company account plans. Provide accurate milestone and impact measurement, as well as forecasting and tracking of sector partnership opportunities and activities. <br/><br/> <br/>&middot;Map, analyze and share data that can be used to help the LSP and program/functional teams build and implement a proactive partner cultivation and management strategy with the DCMs. <br/><br/> <br/>&middot;Provide and manage business processes that help identify opportunities with non-pharmaceutical and biotech companies where the foundation can fill major gaps to more quickly achieve priority health outcomes. <br/><br/> <br/>&middot;Serve as a resource to GH and GD foundation leadership and program staff on industry related matters by supporting the preparation of briefing materials and staffing leadership at select meetings and trips as needed. <br/><br/> <br/>&middot;Identify, shape, execute and manage consulting grants and providers as needed.<br/><br/><br/></td></tr><tr height=25><td valign=top><b>Qualifications</b></td><td>The successful candidate must be experienced in healthcare business planning, project management, and/or strategic consulting and have strong analytical and communication skill sets. Specific qualifications include:<br/> A seasoned business person with a minimum of 5 years consulting, high level healthcare account management, business development experience, and / or product development in the public, private and NFP healthcare sectors<br/> <br/>&middot;Solid relationship management and interpersonal skill sets<br/><br/> <br/>&middot;Relevant scientific knowledge base of vaccines, biologics, drugs, and / or diagnostics <br/><br/> <br/>&middot;Alliance management and cultural domain knowledge for Asia/Pacific, Americas, Mideast and African based healthcare industry norms<br/><br/> <br/>&middot;Strong working knowledge of industry business models and understanding of P&L and balance sheet mechanics a plus<br/><br/> <br/>&middot;Extensive knowledge of GH-relevant industry sectors including, at a minimum, the pharmaceutical and biotech industries.
