GPA is composed of our International Programs in India, China and Africa; our Europe & Middle East team based in London and our US, Canada & Asia-Pacific team based in Washington, DC; a Program Advocacy team; a Policy Analysis & Financing team; and our Charitable Sector Support team. We work in close partnership with grantees, our colleagues in the Global Health and Global Development Programs, the CEOs office, and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.<br/><br/></td></tr><tr height=25><td valign=top><b>Responsibilities</b></td><td>The Africa Division within Global Policy & Advocacy focuses on managing our relations with governments and other key partners in our high priority African Countries. The team includes three Country Representatives, based in Ethiopia, South Africa and Nigeria. It also includes three Program Officers based in Seattle, covering other high priority countries in Africa.<br/><br/>The Senior Program Officer will be one of the senior positions within the Africa team. Based in Seattle, it will lead on a number of high priority countries in Africa, not including our three Country Representative countries: Ethiopia, South Africa and Nigeria. While the allocation of country lead responsibilities is subject to review and the best use of the overall talents within the team, the initial intention is to focus this position on East or Southern Africa, possibly including Kenya, Tanzania, Uganda, Zambia and Malawi. The SPO will also take a lead responsibility within the Africa team for one of our 4 main program advocacy areas: Agriculture, Family Health, HIV/TB/Malaria & Vaccines and Polio. Initially it is likely to be Agriculture or Family Health but that is flexible.<br/><br/>The Senior Program Officer's main role will be to lead the Foundation's overall Policy & Advocacy work in 4-6 high priority countries. In the 2-3 highest priority countries, this will include developing a Foundation country plan with a virtual team of Program Officers with significant active grants in those countries. This will involve working with Program, Policy & Advocacy and Communications staff to identify the key opportunities for the Foundation in these countries. The Delivery Initiative works to scale and maximize the impact of public access to information and technology in public libraries with a focus on effective and sustainable approaches.<br/><br/>The Delivery Initiative focuses on three core elements:<br/><br/>1. We are hiring a Senior Program Officer who will be responsible for strategies to ensure sufficient, sustainable and affordable access to commodities, with an initial focus on ensuring successful implementation of volume guarantees for contraceptive implants.<br/><br/>The SPO will be an integral member of the Family Planning Team and will champion increased access to quality and affordable long-acting and reversible contraceptive (LARC) methods, with an initial focus on implants to meet the unmet needs of women in the developing world. Candidate profiles will include experience in marketing, commercialization, strategy, and business intelligence.<br/>-Passion for increasing access to contraceptives in emerging and low income countries.<br/>-The ideal candidate will have experience working in-country in the family planning field with close relationships and an excellent network within donor-dependent countries. The candidate will have a strong record of engagement with major donors (e.g. USAID, UNFPA, DFID) and at the country level will have familiarity with country funding and planning process, goal setting, implementation and evaluation of activities. The candidate will have had experience with a product launch or scale up of a product, preferably within donor-dependent countries.<br/>-The candidate must have a prior track record of success. They must have demonstrated strategic thinking paired with an ability to develop scale up in the context of a complex portfolio of activities and an evolving political environment. Execution skills would be complemented by expertise in strategic planning, financial analysis, marketing analysis, monitoring and evaluation.
